Marshall Plan: Profiting from misery in Ukraine

It was one of those moments when a familiar quote just jumps of the page. A quote from a former US Secretary of State which had been included in a 'Marshall Plan' for Ukraine.

'The original Marshall Plan came from U.S. Secretary of State George Marshall in a speech delivered at Harvard University on June 5, 1947:

"Our policy is directed not against any country or doctrine but against hunger, poverty, desperation and chaos. Its purpose should be the revival of a working economy in the world so as to permit the emergence of political and social conditions in which free institutions can exist. Such assistance, I am convinced, must not be on a piecemeal basis as various crises develop. Any assistance that this Government may render in the future should provide a cure rather than a mere palliative. Any government that is willing to assist in the task of recovery will find full co-operation I am sure, on the part of the United States Government. Any government which maneuvers to block the recovery of other countries cannot expect help from us. Furthermore, governments, political parties, or groups which seek to perpetuate human misery in order to profit therefrom politically or otherwise will encounter the opposition of the United States." '

It was a group perpetuating human misery which led our founder to speak out about Death Camps for  Children. Profit was being maximidsed by minimising care. Their wellbeing, placing all of them in loving family homes was the central focus if the proposal.

It might seem redundant to say that the solution to these problems should not in itself profit from misery, but we were stepping on toes. With the help of McKinsey, one of Ukraine's lesding oligarchs had been preparing another 'Marshall Plan' for Ukraine with a quite difference objective. Ukraine's former PM Yulia Tymoshenko saw it as the work of rival Viktor Yanukovitch and his PR team at Davis Manafort. As president he would flee from office leaving the treasury empty.

He was not alone in his greed as we would discover when trying to leverage support for the 'Marshall Plan' and met the black heart of the "nonprofit industrial complex"..
