Is The British Council fit for purpose?

I ask this question from the perspective of a supplier and a social enterprise.to an organsation supported by public funds

In February 2008 we were operational in Ukraine when our late founder made a direct approach to USAID with our 'Marshall Plan' proposal which included plans for a national social enterprise development centre    

USAID were dismissive, informing us there was no budget for the group of "retarded  children" described in our letter.

They were however interested in social enterprise development and determined that the way to go about doing it in Ukraine was to do it through partnership, choosing The British Council to take a leading role.

The duplicity of USAID had failed to take into account that the IP for the project was that of a British social enterprise and supplier to the British Council. A supplier who has not been paid in the last 5 years.

The British Council were soliciting international partners and in 2010 we submitted our application which was disregarded.

It took a letter to my MP Mark Harper to get a response from the British Council They had not "nicked" our work I was told. We were not included because the criteria for partnership included the ability to make a financial contribution.  Yet we had made a significant financial contribution in researching and developing a proposal which Ukraine's govermnent had responded to in adopting our recommendations on childcare reform.

The more plausible explanation is that we were drawing attention to corruption while our own politicians were developing relationships with Ukraines oligarchs. 

One of these, Lord Mandelson was a key figure in the EU Associaltion agreement that divided the country and led to an international crisis.

It was not until my colleague died that I was able to reveal his dialogue with USAID which drew their attention to profiteering from institutional childcare and a trade in aborted to order foetusus. We also asked for support on behalf of Maidan and others for an anti-corruption network.

I learned recently that Muhammad Yunus is visiting Myannamar to discuss a people-centric economy on the invitation fo the Briitish Council

Yunus whose work I have followed for many years has to my knowledge never spoken about people-centricity in economics. .
