Ending Poverty: We are all Spartacus, oppressors included

How readily do we stand in the shoes of another and try to know their injuries as if our own? Consider the oppression of poverty for example.  

In 2003 it was a homeless man fasting for economic rights who drew me into his world of activism for those in greater need.

I must  also thank Daniel F Bassill for introducing me to a rather interesting article in Washington Post recently. Daniel has run Tutor Mentor Connection tackling poverty in Chicago for several decades.

He drew my attention to this observation, on ending the vicious cycle of poverty in black communities.  :

"It is widely believed that it is the duty of the oppressed to struggle against oppression. Hence the admiration for Spartacus and his successors. But there is no moral law that the struggle against oppression, in whatever realm, must be carried on only by the oppressed, nor any historical analysis that holds that the struggling oppressed, on their own, must succeed in ending their oppression.

The direct route to the end of oppression is for the oppressors themselves to work with the oppressed to end it. It is also the moral responsibility of those keeping the gate of educational opportunity closed to join hands with those behind it, to work together to remove that barrier to the fulfillment of the promise of emancipation."

It was Dr Martin Luther King Jr in his powerful 'I Have a Dream' speech who'd drawn attention to the strategic risk of 'business as usual'

"It would be fatal for the nation to overlook the urgency of the moment and to underestimate the determination of its colored citizens. This sweltering summer of the colored people's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end but a beginning. Those who hope that the colored Americans needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual."

In the 1960s a challenge to 'business as usual'  came from  the Freedom Riders.

With the message of injustice delivered through cultural icons. The real tragedy is selective justice, as is "stand your ground" of today  The perception that some lives matter less than others.  George Zimmerman's aquiittal reminded me of what Robert Zimmerman meant when he said "Now is the time for your tears"     . 

As there is no moral law that only the oppressed may end oppression, there was equally no law to dictate self-interest in the way we do business , in maximising returns to investors. A bottom-up and people-centered approach would allow people to resolve their own problems and lift themselves out of poverty. In 2004 with a strategy plan to stimulate impoverished local communities through micro enterprise development and 'living wages', UK government were told:

"The opportunity for poverty relief was identified not only as a moral imperative, but also as an increasingly pressing strategic imperative. People left to suffer and languish in poverty get one message very clearly: they are not important and do not matter. They are in effect told that they are disposable, expendable. Being left to suffer and die is, for the victim, little different than being done away with by more direct means. Poverty, especially where its harsher forms exist, puts people in self-defence mode, at which point the boundaries of civilization are crossed and we are back to the law of the jungle: kill or be killed. While the vast majority of people in poverty suffer quietly and with little protest, it is not safe to assume that everyone will react the same way. When in defence of family and friends, it is completely predictable that it should be only a matter of time until uprisings become sufficient to imperil an entire nation or region of the world. People with nothing have nothing to lose. Poverty was therefore deemed not only a moral catastrophe but also a time bomb waiting to explode. Poverty reduction and relief became the overriding principle and fundamental social objective in the emerging P-CED model."

"Dealing with poverty is nothing new. The question became ‘how does poverty still exist in a world with sufficient resources for a decent quality of life for everyone?’ The answer was that we have yet to develop any economic system capable redistributing finite resources in a way that everyone has at minimum enough for a decent life: food, decent housing, transportation, clothing, health care, and education. The problem has not been lack of resources, but adequate distribution of resources. Capitalism is the most powerful economic engine ever devised, yet it came up short with its classical, inherent profit-motive as being presumed to be the driving force. Under that presumption, all is good in the name of profit became the prevailing winds of international economies — thereby giving carte blanche to the notion that greed is good because it is what has driven capitalism. The 1996 paper merely took exception with the assumption that personal profit, greed, and the desire to amass as much money and property on a personal level as possible are inherent and therefore necessary aspects of any capitalist endeavour. While it is in fact very normal for that to be the case, it simply does not follow that it must be the case."

"Traditional capitalism is an insufficient economic model allowing monetary outcomes as the bottom line with little regard to social needs. Bottom line must be taken one step further by at least some companies, past profit, to people. How profits are used is equally as important as creation of profits. Where profits can be brought to bear by willing individuals and companies to social benefit, so much the better. Moreover, this activity must be recognized and supported at government policy level as a badly needed, essential, and entirely legitimate enterprise activity.”

As an aside, there was an inspiring documentary recenty here in the UK about the emancipatory effect of the 1967 Otis Redding tour. The Otis Blue album was for friends both black and white in South London, part of our rites of passage alongside Bob Dylan. We learned of the Civil Rights movement through music, rather than traditional media.

They'd been astounded to leave the United States in the midst of the civil rights struggle where segregation was commonplace, to be welcomed and embraced by a largely white audience. It would lift their self perception and inspire greater aspirations   We'd not even known that the album cover picture was tactical, appealing to a white audience.

A change was gonna come. 

    

There is a case for enlightened self-interest to be made, Failure of the oppressor to help the opressed will ultiimately be repaid in any way that it can be repaid, and more than likely, it will be through violence. This was a point first made to US President Bill Clinton in 1996, with a paper proposing an alternative to our tradititional intepretation of capitalism, which fails to trickle down to those most disadvantaged.

It's a point made again in 2003, with a proposal to act in the interest of a peaceful Muslim community in Crimea:

"Once a nation or government puts people in the position of defending their own lives, or that of family and friends, and they all will die if they do nothing about it, at that point all laws, social contracts and covenants end. Laws, social contracts and covenants define civilization. Without them, there is no civilization at all, there is only the law of the jungle: kill, or be killed. This is where we started, tens of thousands of years ago.

By leaving people in poverty, at risk of their lives due to lack of basic living essentials, we have stepped across the boundary of civilization. We have conceded that these people do not matter, are not important. Allowing them to starve to death, freeze to death, die from deprivation, or simply shooting them, is in the end exactly the same thing. Inflicting or allowing poverty on a group of people or an entire country is a formula for disaster.

These points were made to the President of the United States near the end of 1996. They were heard, appreciated and acted upon, but unfortunately, were not able to be addressed fully and quickly due primarily to political inertia. By way of September 11, 2001 attacks on the US out of Afghanistan – on which the US and the former Soviet Union both inflicted havoc, destruction, and certainly poverty – I rest my case. The tragedy was proof of all I warned about, but, was no more tragedy than that left behind to a people in an far corner of the world whom we thought did not matter and whom we thought were less important than ourselves.

We were wrong."

In 2006 another call on the US Senate was made in the 'Marshall Plan' for Ukraine:

"It is proposed that the United States of America be actively engaged in supporting this project, financially and any other way possible. Ukraine has clearly demonstrated common will for democracy. Ukraine has also unilaterally taken the first critical step to fulfill this program, thus clearly demonstrating initiative and commitment to participation required in the original Marshall Plan sixty years ago. The US side is presumably attempting to foster democracy in another country, which never expressed much interest and shows little real interest now. That of course is Iraq, where recent estimates indicate a cost of $1.5 billion per week.

That same amount of money, spread over five years instead of one week, would more than cover the investment cost of the initial components of this project, and allow a reserve fund for creating new projects as Ukraine’s intelligentsia invents them in the Center for Social Enterprise. It is proposed that Ukraine and the US provide equal portions of this amount. Ukraine is certainly able to provide that level of funding, given that projects are designed with the same fiscal discipline employed in the traditional business sector. That means they pay for themselves, one way or another."

"This is a long-term permanently sustainable program, the basis for "people-centered" economic development. Core focus is always on people and their needs, with neediest people having first priority – as contrasted with the eternal chase for financial profit and numbers where people, social benefit, and human well-being are often and routinely overlooked or ignored altogether. This is in keeping with the fundamental objectives of Marshall Plan: policy aimed at hunger, poverty, desperation and chaos. This is a bottom-up approach, starting with Ukraine's poorest and most desperate citizens, rather than a "top-down" approach that might not ever benefit them. They cannot wait, particularly children. Impedance by anyone or any group of people constitutes precisely what the original Marshall Plan was dedicated to opposing. Those who suffer most, and those in greatest need, must be helped first -- not secondarily, along the way or by the way. "

This call is echoed 3 years later when Miguel D’Escoto Brockmann, the President of the United Nations General Assembly offered this in a speech:

“The anti-values of greed, individualism and exclusion should be replaced by solidarity, common good and inclusion. The objective of our economic and social activity should not be the limitless, endless, mindless accumulation of wealth in a profit-centred economy but rather a people-centred economy that guarantees human needs, human rights, and human security, as well as conserves life on earth. These should be universal values that underpin our ethical and moral responsibility.”

 

In 2008, a follow up call is made  to USAID and the Council on Foreign Relations -  a group of senators which included Joe Biden and Barack Obama

 "Thank you for your time and attention to this. I and others will look forward to hearing from you. I hope we continue to realize ever more fully that outside the box and inside the box have only a box in the way. We outside the box know quite a bit of what’s going on, many times in exquisite detail, perhaps in ways that those inside the box can’t quite as easily access if at all. We are grossly underfunded in favor of missiles, bombs, and ordnance, which is about 100% backwards. Now, with even the US Pentagon stating that they’ve learned their lesson in Iraq and realize (so says top US general in Iraq ten days or so ago) that winning hearts and minds is the best option, I and others shall continue to think positive and look for aid budgets and funding spigots to be opened much more for people and NGOs in silos, foxholes and trenches, insisting on better than ordnance, and who understand things and how to fix them. We can do that. We can even do it cost-effectively and with far better efficiency than the ordnance route. Welcome to our brave new world. Except it’s not so new: learn to love and respect each other first, especially the weakest, most defenseless, most voiceless among us, then figure out the rest. There aren’t other more important things to do first. This message has been around for at least two thousand years. How difficult is it for us to understand?"

At the same time, to the world of social enterprise:

The term “social enterprise” in the various but similar forms in which it is being used today — 2008 — refers to enterprises created specifically to help those people that traditional capitalism and for profit enterprise don’t address for the simple reason that poor or insufficiently affluent people haven’t enough money to be of concern or interest. Put another way, social enterprise aims specifically to help and assist people who fall through the cracks. Allowing that some people do not matter, as things are turning out, allows that other people do not matter and those cracks are widening to swallow up more and more people. Social enterprise is the first concerted effort in the Information Age to at least attempt to rectify that problem, if only because letting it get worse and worse threatens more and more of us. Growing numbers of people are coming to understand that “them” might equal “me.” Call it compassion, or call it enlightened and increasingly impassioned self-interest. Either way, we are all in this together, and we will each have to decide for ourselves what it means to ignore someone to death, or not.

 

 

It is the 'Me, too' strategy described all those years ago to Clinton, as Emperor of the most powerful nation.

"It is only when wealth begins to concentrate in the hands of a relative few at the expense of billions of others who are denied even a small share of finite wealth that trouble starts and physical, human suffering begins. It does not have to be this way. Massive greed and consequent massive human misery and suffering do not have to be accepted as a givens, unavoidable, intractable, irresolvable. Just changing the way business is done, if only by a few companies, can change the flow of wealth, ease and eliminate poverty, and leave us all with something better to worry about. Basic human needs such as food and shelter are fundamental human rights; there are more than enough resources available to go around--if we can just figure out how to share. It cannot be "Me first, mine first"; rather, "Me, too" is more the order of the day."

Today in North Carolina, Moral Mondays and  Forward Together reminds us of thr Fusion movement which brought poor white an black famers together to make a stand against their joint oppressors.
